Kansas taxpayers have paid $1.9 billion to the federal government since 2014 that Washington would have sent back to Kansas if the state had asked. Instead, Kansas is one of 19 states that has not chosen to expand Medicaid, with the federal government picking up 100 percent of the tab for the years 2014, 2015, 2016. In 2017, the federal participation would be 95 percent, and for 2020 and beyond, the federal government would contribute 90 percent.
